Process of applying for Data Access

Image of information collection, management, and application for information use

The provided medical information includes examination histories, contents of electronic medical charts, tests, image diagnosis, prescriptions, receipt information, and DPC information. The process from research proposal to use is carried out in accordance with the following procedure.

1. The Organization wishing to use data completes the application procedure for a research proposal, with the Data Access Group in the AI Databank Office of the Artificial Intelligence Center for Medical Research and Application serving as the contact office.

2. The Data Access Group checks the research proposal contents with the departments that are related to the medical information that would be used based on the proposal.

3. The related departments examine the contents and decide whether or not to approve the proposal. In some cases when a later study is conducted as joint research with that department, it will be conducted as a separate study and separate joint research.

4. The Data Access Group sends the research proposal for examination by the Information Allocation Review Committee.

5. The Data Access Review Committee members examine to determine whether the proposed research is consistent with the purpose and scope of this research, and report to the Steering Committee of the Artificial Intelligence Center for Medical Research and Application.

6. The Artificial Intelligence Center for Medical Research and Application Steering Committee approves the use of the data.

7. The Operation and Management Office of the Artificial Intelligence Center for Medical Research and Application completes the procedures related to a joint research agreement, memorandum of understanding related to information use, and use fees.

8. The necessary agreements are concluded. At this time, a check is performed of the information management system at the entity which will receive the information.

9. Based on the use application from the person wishing to use the data, the Data Access Group requests that the Information Management Group create a data set based on the research plan.

10. The Information Management Group performs an anonymizing process in accordance with the data access requirements, and then creates the data set.

11. The data is allocated to the person who applied for data use.

After the information is provided, the Data Access Group periodically checks the conditions of management, storage, and use of the allocated medical information, and records the results.
